This is because players typically reach soft and hard caps for both of these stats at higher levels, so increasing the lower of the two stats will give a larger bonus.

As you can imagine, these builds are not something players will do early in their journey. They tend to have a stronger focus on Late Game, New Game+ and Shadow of the Earth Tree Content. Players must therefore many runes and defeated several bosses before they could execute one of these bestial builds.

Until one of these is available, the Bandit Scavenger is a good substitute.
