New bill aims to stop illegal street racing in Kansas City

KANSAS CITY, Missouri (KCTV) – The mayor of Kansas City has proposed a new law that would put a stop to illegal sideshows by increasing penalties.

Kansas City Mayor Quinton Lucas announced on Thursday, August 15, that he will introduce a new law aimed at cracking down on illegal street racing, a move that will increase enforcement and penalties.

City records show the bill would amend Chapter 70 of the Ordinance Code by repealing three sections and replacing them with new ones. The ordinance specifically relates to horse racing and sideshows.

The first section imposes a $250 fine and up to 30 days in jail for those caught illegally street racing or performing burnouts on Kansas City streets. A second offense carries a $500 fine and up to 60 days in jail, and a third offense carries a $1,000 fine and up to six months in jail.

The current ordinance provides for a fine of $150 for the first violation, $300 for the second violation, and a fine of up to $500 for those caught on the third or more offenses. All violations are subject to the same prison sentence as the new legislation.

The second section would also remain unchanged, as it is aimed at spectators at illegal drag racing or “speed contests.” Anyone within 200 feet of the event would be considered present and could be fined up to $100.

The final section allows law enforcement to seize and appraise any vehicle that was part of these events. Owners of stolen vehicles that were part of these events can request hearings for an exemption. The current ordinance does not allow appraisal.

The bill has been referred to the Select Committee for Legal Review and is on the September 11 agenda.

Mayor Lucas will virtually attend the Board of Police Commissioners meeting on Tuesday, August 20th at 9:30 a.m. as he will be in Chicago as Missouri’s delegate to the Democratic National Convention. He will speak on property crimes as well as street racing, both of which are important issues for the board.
