Developer plans to build over 1,900 homes in St. Charles

A developer has proposed building more than 1,900 homes, including a Del Webb complex for seniors, in rural Kane County near the unincorporated community of La Fox.

Pulte Home Co. LLC has filed a concept plan in St. Charles for a development called Charles Farm, which would include a Del Webb section with 967 homes, 846 single-family homes and 198 townhomes. The company is asking the city to annex the site.

The 970-acre development would be located south of Route 38, east of Brundige Road, west of Harley Road and north of Keslinger Road.

The plan also calls for 15 acres to be made available for commercial use.

Much of the land was slated to become part of a controversial development called Settlements of La Fox and later Grand Prairie in the early 2000s.

A company wants to realize the planned Charles Farm construction project and annex the land from St. Charles.

Opposition is already growing. The La Fox Civic Association, which was formed in 2000 in response to the La Fox settlements, says it has already met with St. Charles officials.

“Incorporation into St. Charles is not desirable because it would take control of development away from Kane County and give it to St. Charles. This would result in very high population density and existing property owners would not be represented in this matter,” association chairman Drew Frasz said in a letter on the group’s website. Frasz is a former Kane County board member and lives in Brundige.

Brundige is a two-lane road. The county has designated it a “rustic road” because of its vegetation, scenic views and farms. According to the county, the Rustic Road Program is designed to protect rural landscapes and roads.

The nearby Garfield Farm Museum north of Route 38 also posted a similar message on Facebook on Friday: “Voices are needed to promote a county solution that is similar to the plan agreed to by La Fox residents and developers in 2007 and that better suits the character and development of the community,” it said.

The city has tentatively scheduled a discussion of the concept by its Planning Commission on September 4 and the Council’s Planning and Development Committee on September 9.
