NEW PHILADELPHIA – Construction has begun on a 1.5-mile bike path along East High Avenue from the Kent State University campus in Tuscarawas to Second Street NE in downtown New Philadelphia.

The $2.88 million KSU-Tusc Connector Trail is scheduled to be completed by October 31.

“When the trail is completed, it will provide a safer route for cyclists to and from campus,” Mayor Joel Day told New Philadelphia City Council members.

Planning for the project began in 2019. The majority of the trail’s funding comes from a grant from the Regional Transportation Planning Organizations of the Ohio Mid-Eastern Governments Association (OMEGA) and a grant from the Ohio Department of Transportation’s Transportation Alternative Program (TAP).

New Philadelphia’s share of the project is $361,000 and will be used for new stormwater catchment basins and paving, the mayor said.

Future plans call for this new trail to connect to bike paths on Ohio 416, the Ohio & Erie Canal Towpath Trail and the Roswell Trail, with construction expected to begin in summer 2025, Day said.

Other measures

  • Service Director Ron McAbier reported that the Franklin Square storm sewer project has begun. The work resulted in the temporary closure of Fourth Street SW to traffic. This project is scheduled to be completed by October 31.
  • Safety Director Greg Popham told the council that the fire department has received a grant from the regional Federal Emergency Management Agency (FEMA). The fire department will receive $117,000 to replace all hoses and nozzles on all of its vehicles.
  • Treasurer Tom Gerber said New Philadelphia has raised about $140,000 so far this year through investments and savings.
  • The Tuscarawas County Economic Development and Finance Alliance (Port Authority) has issued a new request for proposals to attract developers to the former Joy/Howden Buffalo property on South Broadway. Day told the council that the new zoning ordinance, which the council will soon consider, calls for the property to be rezoned for mixed use. “I hope one of the uses proposed is much-needed housing,” he said.
