Environment Minister: Implementation of national cooking policy will create 10 million direct jobs

Environment Minister Balarabe Lawal said the full implementation of Nigeria’s National Clean Cooking Policy would create about ten million direct jobs for youth across the country.

These tasks will include sourcing local raw materials, producing and distributing clean cookstoves, and the opportunity to obtain carbon credits through the development of a national carbon market framework, the minister explained.

The ministry, he said, aims to reduce greenhouse gas emissions, improve public health, create jobs, build livelihoods, protect the environment, prevent deforestation and help families, institutions and businesses save time and money through the adopted National Clean Cooking Policy, which was approved by the Federal Executive Council (FEC).

The minister stressed that implementation of this policy will help Nigeria achieve various targets including net zero by 2060, the energy transition plan and a carbon neutral clean cooking future by 2060. Under the energy transition plan, 20 percent of the clean cooking target will be electric cookstoves, 54 percent liquefied petroleum gas (LPG) and 13 percent fuel efficient biomass cookstoves. Other components of the 2030 target include 3 percent biogas and 5 percent briquettes made from agricultural waste.

The Minister stressed that the policy is in line with the clean cooking targets in Nigeria’s updated NDC (2021), National Climate Policy (2021-2030), Climate Change Act (2021) and National Gas Policy (2017). The policy was launched at the 17th meeting of the National Council on Environment on April 24, 2024 at the NAF Event Centre, Abuja.

The policy will be implemented by relevant federal agencies and communicated to the 36 states and the FCT for participation. The participation of states, local governments and all stakeholders will be recognized in the implementation of the key recommendations of the policy, including awareness raising, integrated solutions, capacity building and financing. Other recommendations cover institutional cooking, planning, collaboration, incentives, technologies and research.

The Ministry has been working with local clean cookstove manufacturers in Nigeria to increase production, thereby generating significant economic benefits. The Ministry is also seeking support and partnerships with development partners such as the World Bank to achieve the set goals and align with the President’s Renewed Hope Agenda.
