Opening of affordable housing in Nebraska Avenue Corridor planned: City of Tampa begins partnership for second phase

A new affordable housing development is interviewing potential residents for an apartment complex made possible by a partnership between the City of Tampa and Tampa-based developer Blue Sky Communities.

The Adderley, a 128-unit apartment complex at the intersection of Nebraska Avenue and Busch Boulevard, connects the Sulphur Springs neighborhood with the Uptown District and was built with a $2 million investment from the City of Tampa.

“The need for affordable housing in this area of ​​Sulfur Springs and Uptown is enormous,” said Kayon Henderson, Director of Housing and Community Development“We hope our partnership with Blue Sky Communities inspires further redesigns of Nebraska Avenue.”

The development grew out of Blue Sky Community’s proposal in response to the City of Tampa’s 2021 Low-Income Housing Tax Credit Program. This program provides developers with federal tax credits to cover construction costs in exchange for reserving housing units for low-income households. All of the Adderley’s 128 units are designated as affordable.

To qualify for an apartment at The Adderley, applicants must earn 80% or less of the area median income, ensuring that some of the people who most need affordable housing have access to it. Below is a table showing starting rental prices based on apartment size and the applicant’s AMI-based income.

“It is our priority to provide our area’s most vulnerable residents with access to affordable housing so they can remain in their homes,” said Mayor Jane Castor. “Housing costs have been a long-standing issue for many of our residents, and The Adderley will help eliminate that burden.”

The $2 million was made possible by a State Housing Initiative Program (SHIP) grant and ARPA (The American Rescues Plan Act) funds. The SHIP grant provides financial resources to local governments to maintain affordable housing units for low-income families.

The Adderley is currently accepting applications and hopes to begin moving residents into its one, two and three bedroom apartments in September.
