Video of shooting in Rock Hill released

NEW YORK – New York State Attorney General Letitia James has released body-worn camera footage from the investigation into the death of Albert Melendez Jr., who died July 16 after an encounter with state police officers in Rock Hill.

In the early morning hours of July 16, officers pursued Melendez on Rock Hill Drive. At the intersection of Rock Hill Drive and Emerald Place (at the entrance to Crystal Run Healthcare), Melendez stopped his vehicle. An officer approached and fired his weapon, striking Melendez, who was later pronounced dead at Garnet Health Medical Center in Middletown. The officer sustained non-life-threatening injuries and was treated at Garnet Health.

James posted two videos. In the first, officers repeatedly tell Melendez to show his hands and get out of the car. Melendez opens the door and leans over. The second clip shows an officer arriving and firing several shots through the passenger window, with Melendez screaming in pain before the footage ends.

The Office of Special Investigation (OSI) released the footage to increase transparency and public trust. Under New York State law, incidents in which a police officer or peace officer may have caused a death are investigated. This includes officers on or off duty, as well as armed or unarmed decedents, whether in custody or not.

James stressed that the release of this footage does not constitute a statement about the guilt or innocence of anyone involved or whether anyone will be charged with a crime.

Melendez was a resident of Middletown, NY who was born in Goshen, NY. He graduated from Middletown High School.

“Albie grew into a man known for his shy, yet humorous and caring personality,” his obituary said.

“He enjoyed his moments on the basketball court and found great joy in reading,” it continues. “But his most precious moments were spent with his beloved daughter Autumn Olivia, who was the sunshine of his life…”

“Albie’s memory will be cherished by all who knew him, for his kind spirit and gentle laugh brought light into any room. His legacy will live on in the hearts of his family and friends.”
