Questions about the state referendum

The two questions on the Wisconsin referendum ballot are as follows:

Question 1: “Delegation of the power to allocate funds. Should Section 35(1) of Article IV of the Constitution be created, which provides that the Legislature cannot delegate its sole power to determine the allotment of funds?”

Question 2: “Allocation of Federal Funds. Shall Section 35(2) of Article IV of the Constitution be created, prohibiting the Governor from allocating Federal funds accepted on behalf of the State without the consent of the Legislature by joint resolution or as provided in a statute?”

By voting yes on the first question, you are supporting an amendment to the Wisconsin Constitution that prohibits the state legislature from delegating its appropriations authority. A no vote means the amendment will not be added.

By voting “yes” on the second question, you support an amendment to the Wisconsin Constitution that would require the governor to obtain the approval of the legislature in the form of a joint resolution before spending federal funds allocated to the state. A “no” vote would still allow the governor to accept and use federal funds without that approval.

The Milwaukee Journal Sentinel explains that Republicans would answer “yes” to both questions because they see the constitutional amendments as an important check on executive power. Democrats favor a “no” vote because they believe the constitutional amendments would slow the state government’s response to emergencies.
